Chocolate Italian Oil Cookies

4 cups flour
1 cup sugar
1/2 cup plus 1 Tbsp. cocoa
1 tsp. cinnamon
1 tsp. vanilla
1/2 tsp. black pepper
1 tsp. baking powder
1/2 tsp. baking soda
1/2 tsp. cloves
1 cup raisins soaked 20 minutes then squeezed dry
1 cup milk
1/2 cup oil
1 cup nuts

Mix all ingredients well. Roll into 1″ balls. Bake at 350° for 12 minutes.
Cool & Ice

Icing:
2 cups powdered sugar
1 tbsp. cocoa powder
2 tsp. water
